Thanks for pointing this out. I was thinking it, but got lost in that solo. I would interpret it this way: the D7 is a 5th of the G which is the 5th of the Bb which is the 5th of the in-key chord Eb. He is using these 5th of 5ths as passing chords to make the progression more interesting than just going from B to Eb.
