This metal starfish is meant to, in a decorative way, keep skateboarders from grinding on the cement edge. Many cement benches, curbs and other edges around here have metal pieces attached for that purpose. These do the job, but look good doing it.
Thanks for the explanation ... that's a nice idea and I would never have guessed it ;)
