yes, STEEM is being devalued so much it is at all time highs in price and that is in addition to all the new STEEM from inflation.
There are not that many monster posts, but it is necessary to have the chance to get $1000 for a post to invoke the intermittent reinforcement pavlovian response.
tl:dr dont worry about big payouts, they are part of what makes steemit successful
