From September 20 to 27, 1950, the U.S. Navy released the pathogens off the shore of San Francisco. Based on results from monitoring equipment at 43 locations around the city, the Army determined that San Francisco had received enough of a dose for nearly all of the city's 800,000 residents to inhale at least 5,000 of the particles.

Operation Sea-Spray was a 1950 U.S. Navy secret experiment in which Serratia marcescens and Bacillus globigii bacteria were sprayed over the San Francisco Bay Area in California.
On October 11, 1950, eleven residents checked into Stanford Hospital for very rare, serious urinary tract infections.
Although ten residents recovered, one patient, Edward J. Nevin, died three weeks later. None of the other hospitals in the city reported similar spikes in cases.
All 11 victims had urinary-tract infections following medical procedures, suggesting that the source of their infections lay inside the hospital.
Cases of pneumonia in San Francisco also increased after Serratia marcescens was released, though a causal relation has not been conclusively established.
The bacterium was also combined with phenol and an anthrax simulant and sprayed across south Dorset by US and UK military scientists as part of the DICE trials which ran from 1971 to 1975.

The Army’s Fort Detrick, home to a leading biological research facility, has gained newfound attention because the Trump administration has tapped the lab to help develop a vaccine, treatments and testing equipment for the novel coronavirus.
But the U.S. Army Medical Research Institute for Infectious Diseases, or USAMRIID (pronounced you-SAM-rid), is under a cloud.
Some of its work was shut down last year over safety lapses, and those projects are only slowly restarting. Meanwhile, most of its Pentagon funding has been frozen because of what the Defense Department acquisition chief Ellen Lord, in a Feb. 29 letter to lawmakers, called “potential financial mismanagement."
But Esper did not mention that the Centers for Disease Control and Prevention, which oversees the portion of the lab’s work that involves the world’s most dangerous biological agents, shut those projects down last summer.
The CDC inspection findings, obtained by the Frederick News-Post and published by the paper in redacted form in November, said the lab had “systematically failed to ensure implementation of biosafety and containment procedures commensurate with the risks” of working with pathogens like Ebola, smallpox and plague.
Fort Detrick is still stinging from earlier disclosures of safety lapses, shortfalls that were mirrored to some extent at other military research labs.
The problems at USAMRIID have included anthrax escaping in 2001 from secure areas and then,
in 2008, the FBI’s allegation that Bruce Ivins, one of the lab’s scientists, was the chief suspect in the mailing of anthrax samples to famous Americans in 2001. Five people were killed by those letters, and Ivins later committed suicide.
Just this week, David Franz, a former deputy commander of the lab, co-wrote a piece about USAMRIID for the Manhattan Institute’s City Journal titled “A Biosecurity Failure.” The article blamed the facility’s troubles on both mismanagement and its being treated as a “backwater” by the Pentagon.

The Army’s infectious diseases lab traces its roots back to the 1950s. Its focus has long been on finding countermeasures against biological weapons, from the Soviet Union’s to those Iraq was once feared to possess.
Until 1969, the lab’s mission also included experimenting on offensive biological weapons. And some allege the facility was involved in CIA efforts to find mind-control drugs.
Another Democratic House member from Maryland, Anthony G. Brown, a member of the House Armed Services Committee, has also actively engaged the Pentagon about the lab’s funding.
“What matters today is providing the resources needed to protect public health. That must be our priority,” Brown said in a statement.

Project Acoustic Kitty
One of the slightly more surreal examples of covert operations was the attempt by the CIA to use cats to spy on the Kremlin and Embassies in the Soviet Union in 1960.
The procedure involved a veterinary surgeon putting a microphone into a cat’s ear canal and placing a radio transmitter at the base of its skull.
This was not the most successful operation, as cats are difficult to train and have a have a tendency to wander off. It was reported that the first mission ended abruptly when the cat went looking for food and was hit by a taxi – although that story has since been disputed.
Seven years and $20 million later, the CIA decided that the project wasn’t feasible.
Project Iceworm
Another secret Cold War project was appropriately codenamed Project Iceworm. Launched in 1960, the US told the Danish government (who were then in control of Greenland) that they were researching into the possibility of working under the ice sheet which covered most of Greenland.
The US called this project “Camp Century.”
However, this was a cover for the top secret and much more sensitive Project Iceworm. The real purpose of their underwater explorations was to create a network of sites for launching medium-range nuclear weapons.

Project MK Ultra
Sidney Gottlieb approved of an MKUltra sub-project on LSD in this June 9, 1953, letter.
It was organized by the CIA Office of Scientific Intelligence along with the Biological Warfare Labs and used live subjects, many of whom had not consented. They included prisoners and institutionalized mental health patients as well as student volunteers who did not realize what they were actually agreeing to.
Although it ran from 1953 – 1973, the level of activity declined after 1964.
Techniques used included giving the subjects drugs such as LSD in addition to psychological experiments with hypnosis, as well as isolation and sensory deprivation.

More than 30 years after it was written, the Pentagon has released a memorandum detailing its involvement in the CIA’s infamous Cold War mind-control experiments.
“Experimentation Programs conducted by the Department of Defense That Had CIA Sponsorship or Participation and That Involved the Administration to Human Subjects of Drugs Intended for Mind-Control or Behavior-Modification Purposes,” was prepared in 1977 by the General Counsel of the Department of Defense and released on May 6 after a Freedom of Information Act request.
MKNAOMI was the code name for a joint Department of Defense/CIA research program lasting from the 1950s through the 1970s. Unclassified information about the MKNAOMI program and the related Special Operations Division is scarce. It is generally reported to be a successor to the MKULTRA project and to have focused on biological projects including biological warfare agents—specifically, to store materials that could either incapacitate or kill a test subject and to develop devices for the diffusion of such materials.
During the first twenty years of its establishment, the CIA engaged in various projects designed to increase U.S. biological and chemical warfare capabilities. Project MKNAOMI was initiated to provide the CIA with a covert support base to meet its top-secret operational requirements. The purpose was to establish a robust arsenal within the CIA's Technical Services Division (TSD) of various lethal and incapacitating materials. This would enable the TSD to serve as a highly maintained center for the circulation of biological and chemical materials.
Surveillance, testing, upgrading, and the evaluation of special materials and items were also provided by MKNAOMI so as to ensure that no defects and unwanted contingencies emerged during operational conditions.
For these purposes the U.S. Army's Special Operations Command (SOC) was assigned to assist the CIA in the development, testing, and maintenance procedures for the biological agents and delivery systems (1952).
Both the CIA and SOC also modified guns that fired special darts coated with biological agents and various poisonous pills.
The darts would incapacitate guard dogs, infiltrate the area that the dogs were guarding, and then awaken the dogs upon exiting the facility.
In addition, the SOC was designated to research the potentials for using biological agents against other animals and crops.

However, despite this presidential order, a CIA scientist was able to acquire an estimated 11 grams of deadly shellfish toxin from SOC personnel at Fort Detrick. The toxin was then stored in a CIA laboratory where it remained undetected for over five years.

A chemical weapons arsenal established in 1917 and located in the present day Edgewood area of the Aberdeen Proving Ground. The Edgewood area is about 13,000 acres on the west side of the Bush River that was used for the development and testing of chemical agent munitions. This area was originally a separate U.S. Army installation known as Edgewood Arsenal until October 1971 when it merged with Aberdeen Proving Ground and became the Edgewood Area of Aberdeen Proving Ground. From 1917 to the present, the Edgewood area conducted chemical research programs, manufactured chemical agents, and tested, stored, and disposed of toxic materials.
Also located on the arsenal grounds was Fort Hoyle and the BA-18 Nike Missile fire control and missile launch sites, all now deactivated.

Concerning Fort Detrick
Last summer’s CDC inspection report, though, found a host of problems. In one documented violation, a researcher had propped open a door to a room that was supposed to remain sealed. The door was opened while “a large amount of bio hazardous waste” was being moved, potentially exposing unprotected personnel in a nearby area.
Last November, the CDC reinspected the lab and approved the resumption of its most high-risk work — but only on a case-by-case basis.
The shutdown has not affected work on the novel coronavirus, which is not listed among the most lethal substances, according to Col. Wendy Sammons Jackson, director of infectious disease research at the Army’s Medical Research and Development Command, located at Fort Detrick.
Other previously reported problems at the lab have included a microbiologist being locked in a minus 30-degree freezer for hours.
The work is inherently dangerous. In 2004, a mouse that a researcher was injecting with a fluid containing a variant of the Zaire Ebola virus kicked the needle so that it pricked the researcher’s hand through gloves, according to an account in a journal called “Emerging Infectious Diseases.”
Fort Detrick is not the only Defense Department “high-containment” lab that has occasionally failed to adhere to safety procedures in a business where even one lapse can be disastrous.
A 2016 audit by the Pentagon’s inspector general on the entire military biological research enterprise said that “the health and safety of the public was put at risk” because those labs had “used protocols that were not validated for their intended use, been inspected irregularly or not at all, and had significant deficiencies and vulnerabilities that were not corrected by DoD management.”
The IG is following up to assess how well the military research centers have implemented the auditors’ safety recommendations.
“The evaluation is ongoing,” said Dwrena Allen, spokeswoman for the inspector general.
The Pentagon informed lawmakers in February of the hold on $104 million in fiscal 2020 funds for the Fort Detrick lab and another lab at Aberdeen Proving Ground, located about 40 miles northeast of Baltimore, citing the CDC shutdown at Fort Detrick and financial issues at both labs.
The financial matters are not fully resolved, at least as of the Feb. 29 letter from Lord, the Pentagon acquisition chief. The Pentagon did not reply to repeated requests for an update.
Lord said in the letter that the Pentagon would release about $30 million of the fiscal 2020 money. But she insisted the Army needs to show that “proper fiscal controls are in place” and that money is not being spent “to pay for the same work twice.”
Similarly, Army Secretary Ryan McCarthy was blunt about the financial issue at a March 3 House Armed Services hearing, saying overhead rates at the labs had grown by double digits from year to year.
“It was a management issue,” McCarthy testified.

Controversial lab studies that modify bird flu viruses in ways that could make them more risky to humans will soon resume after being on hold for more than 4 years. ScienceInsider has learned that last year, a U.S. government review panel quietly approved experiments proposed by two labs that were previously considered so dangerous that federal officials had imposed an unusual top-down moratorium on such research.
One of the projects has already received funding from the National Institutes of Health’s (NIH’s) National Institute of Allergy and Infectious Diseases (NIAID) in Bethesda, Maryland, and will start in a few weeks; the other is awaiting funding.
The outcome may not satisfy scientists who believe certain studies that aim to make pathogens more potent or more likely to spread in mammals are so risky they should be limited or even banned.
