When Hardfork 19 happened last week they changed the amount of power each vote used from 0.5% to 2% making each vote worth 4x more. As for why some posts are worth more with fewer votes, thats because of steem power. A vote from someone with high steem power is worth more than a vote from someone with low steem power.
