The answer is no, not necessarily, because "mattering" doesn't have anything to do with whether you're allowed to emigrate to a country.

If I picked a country on the map right now, I don't expect that I get to emigrate there with no mind to whatever their policies and processes are. If they say no, that I can't just turn up tomorrow, it doesn't mean they're saying that my life doesn't matter.
