Everybody takes advantage of everybody. The issue is the degree. That's what social interactions are, negotiations.

I doubt that the percentage is so high, but most (if not all) countries have countermeasures for them, they're called prisons and/or other restraints (such as financial or house arrest). Whatever the case, they should not be punished for a crime they did not commit yet.

And again, most people can be, what you call, "fixed". And if they cannot, they can be incentivzed to perform in an society, and if they do, I don't care of their motivations.

And mainly, my main point is that yea, not even SJWs or nazis are pure evil. Most, even by your numbers, are misguided, and should be at least attempted to be enlightened. Otherwise we'd have just all out war to purge them, which is bad for everybody. Even if you do not agree on principle, surely you agree on a pragmatic level.
