Could Evil Morty, kill a lot Rick's to become president of cidadel?
On the first appear of Evil Morty, at Season 1 Episode 10, we see that he it was responsible for kill a lot Rick's, when to many Morty's is gone to your original reality and some of their gone to the cidadel.

And now, at the Season 3 Episode 07, he become a president of Rick's and Morty's Citadel;
Did he know if he would kidnapped and tortured Morty's, killing your Ricks, would that cause that situation in the citadel?
The city it's a great chaos, segregation of Rick's and Morty's, social and economic. He's probably caused that when killed a lot of Ricks, separating from you Morty's, as
political interviewer says: "Morty candidate, the number of Morty's missing has increased greatly and Ricks's dissatisfaction is increasing dramatically and the division between the two was never greater"
