One should look at how the lives of people are being affected - in the main and overall improvement of standards of life, access to resources and so on - to rate any system of government, and then work backwards from there.
Very true.
It is a tough question to answer. But I would prefer democracy to dictatorship. But I think In Rwanda's case, coming from their history, whatever brings peace in the country is OK, whether it is from a dictatorship or democracy leadership.
Yes, I think when there is a benevolent dictator like this one, especially after atrocities, it is understandable to simply want someone who can be trusted to help people. But we forget that those same powers can be used by the successor when he eventually dies, and that person may not be nearly so benevolent, or nearly as competent.
Yah, this is definitely a problem. But I think they will be able to cross it when they get to that bridge.
