It is a translation. It says it in top of the post. It also cites the source. Please read the article, it clearly says:

Spanish translation of @falkvinge article. Traducción al castellano del artículo de @falkvinge.

Also Rick Falkvinge usually publishes everything in Public Domain, so it´s very difficult you could have copyright infrongement for translating his work.

To avoid confusion I remmend that you include that it is published under Public Domain per Rick Falkvinge at http://falkvinge.net/

I would also suggest getting permission from steemit.com authors who do not cite Public Domain before translating their posts.

Thanks for you suggestions, will take it into account. I had been collaborating in Falkvinge translations long before steem at his site where he enabled a crowd system for translations, as a plugin in his wordpress site.
