All Space Is Used In Japan
Space is very limited in Tokyo. Often times you will see creative or desperate uses of space. Take for instance building your home underneath the train tracks! I can't imagine the noise produced by the daily trains. I've seen restaurants and other shops underneath the train tracks, but a home is a different story.

Are those houses? Must be really noisy with the trains above.
Yes, they are and that is what I thought too. There must also be vibrations from the trains. I often walk by them and there are small families that live in them. I just can't imagine it though...
