Aliens!! haha you picked up on my hint well ;) Actually, no, the circle carvings are in many places along this area. I guess it is for blind people, a more decorative marking than the usual yellow strip with bumps. Or maybe it's for decoration only. Some bored cement worker deciding to spice things up to make his work more interesting. Or, y'know, aliens. Could always be them.
