California "dream green"

Beginning January 1, 2020, according to a newly approved law, all new construction will have to have at least one solar power source in California. An important choice, not to say historical, as it is the first time in the world that it is decided to apply such legislation to an entire state and not only locally.
Estimates predicted by the California Energy Commission, provide a reduction in CO2 emissions comparable to having 115,000 cars on the roads less. This legislation is not isolated, rather it is part of a broader framework that sees the US state engaged on several fronts in the fight against pollution and the reduction of dependence on fossil fuels.
Last year a commitment was also made to produce, by 2030, half of its energy needs from renewable sources.
Returning to the new legislation, the mandatory adoption of at least one solar plant also requires compliance with new standards to improve thermal insulation, the use of energy-efficient light sources and a whole range of tools to increase the efficiency of new buildings.
Tax relief is also provided for systems such as heat pumps and batteries for accumulating excess electricity during the day, to be available at night.

Will all of this have consequences for consumers?
Certainly there will be an increase in costs for the construction of new housing units, but it will be amortized by the savings obtained in the bills. According to the first calculations to amortize the greater construction costs will take about 15 years. Therefore, considering an average life of the various plants (solar panels, heat pumps, etc.) of about 30 years, it is evident that in the long term it is a profitable investment both for the environment and for the consumer's portfolio.
The policies that have been carried forward for years by the Californian state have allowed a reduction of polluting emissions of just over 6%, while its economy has grown by 28%, the best demonstration that economic growth does not necessarily have to take place at the expense of 'environment

A partire dal 1 gennaio 2020, secondo una legge di recente approvazione, in California tutte le nuove costruzioni edili dovranno avere almeno una fonte di energia solare. Una scelta importante, per non dire storica, in quanto è la prima volta al mondo che si decide di applicare una normativa di questo genere ad un intero stato e non solamente a livello locale.
Le stime previste dalla California Energy Commission, prevedono una riduzione nell’emissione di CO2 equiparabile ad avere 115.000 automobili in meno sulle strade. Questa normativa non è isolata, anzi rientra in un quadro più ampio che vede lo stato americano impegnato su più fronti nella lotta all'inquinamento e alla riduzione della dipendenza da fonti fossili.
Lo scorso anno è stato preso anche l'impegno di produrre, entro il 2030, la metà del proprio fabbisogno energetico da fonti rinnovabili.
Ritornando alla nuova normativa l'adozione obbligatoria di almeno un impianto solare prevede anche il rispetto di nuovi standard per migliorare l’isolamento termico, l'utilizzo di fonti luminose a basso consumo energetico e tutta una serie di strumenti volti ad aumentare l'efficienza delle nuove costruzioni.
Sono previsti inoltre degli sgravi fiscali per sistemi quali le pompe di calore e le batterie per l'accumulo dell'energia elettrica prodotta in eccesso durante il giorno, per essere così disponibile nelle ore notturne.

Tutto questo avrà ricadute sui consumatori?
Certo ci sarà un aumento dei costi per la realizzazione delle nuove unità abitative, che però verrà ammortizzato dai risparmi ottenuti nelle bollette. Secondo i primi calcoli per ammortizzare le maggiori spese costruttive occorreranno circa 15 anni. Dunque considerando una vita media dei vari impianti (pannelli solari, pompa calore ecc..) di circa 30 anni, appare evidente che nel lungo periodo si tratti di un investimento proficuo sia per l'ambiente, ma anche per il portafoglio del consumatore.
Le politiche che da anni vengono portate avanti dallo stato californiano hanno consentito una riduzione delle emissioni inquinanti di poco più del 6%, mentre la sua economia è cresciuta del 28%, la più bella dimostrazione che la crescita economica non deve necessariamente avvenire a discapito dell’ambiente
