I have always said that if there were no terrorists they would have to create some.
I used to argue against that statement because there are terrorists, but my logic was wrong...
IF is key here, which makes the statement correct
Indeed, much better than to actually conspire to create a terrorist attack is to just allow them to happen as needed. they can always claim incompetence and ask for more resources/power.
