You do need a working speedometer to pass mass inspection, but you can also find a video on youtube and possibly do it yourself. It sounds like it's work a few dollars in repairs to keep it as a workhorse if you can still benefit from it. on the other hand, I'm sure someone out there would be happy to shell out some dough for a car like that that needs a couple repairs that seem expensive to you, but worth it to them.
