On the other hand, is there any option to know, for instance by the IP, who or from where is the offender?
That is interesting question. I believe that should be possible to detect, likely the programmer guys may know.

Yes and no. My understanding is that Steemit does not track or record IP addresses and that this decision won't change.
Similarly, the prevalence and increasing use of VPNs and browsers like Brave which hide the user's true identity will reduce its effectiveness as an anti-abuse solution.
So technically yes, it's possible. But not something that Steemit will ever introduce.
