In general, this is a very interesting idea, it will be a kind of harbor, free from spam, plagiarism, bots and other negative things that accompany Steemit.
You can invite the most trusted moderators to this community. This will be an elite Steemit club. However, the moderators have put a lot of effort into the development of their communities. Therefore, it is unknown how much time they will spend on the new community.
However, this new community can be a great place to share information between communities, to plan joint actions, to plan the development of Steemit in general.
None of the moderators will join the community to make money, and that's great. It remains only to interest them in this new project.
I do like the idea and it could work well with people who are relatively new but as you say...
So the more established users are more likely to want to keep their existing communities clean. I do think that a lot of communities want to remove the awful content but it's a tricky job without saying "your content's rubbish, go away". So I don't think there's any way of making it happen. It would be a good way though of categorically saying, "This is my community, and we want it to be awesome" ๐
