How about improving the users chances of winning! Instead of guessing a number between 1-1000, let's narrow it down to 1-50, just like you did before. Based on your puzzle series, I noticed that many users won't participate when they have to spend.

I agree, 1-1000 numbers is too much!
Also " If several people have the same winning number" I think is better 1 ticket = 1 number, and the same person can buy more tickets. But not the same number other people choose. Just my opinion ☺

I agree with you completely that number should be from 1-50 because 1-1000 is a lot of numbers and there would be very little chances for people to win the lottery of 1-1000 numbers

What about the price of a ticket, maybe 1 steem too much
maybe 0.5 steem is better

Since it is a daily contest, 0.5 steem will be affordable for everyone just to gamble with their luck. If someone has more money they can purchase up to 05 numbers. But as @emmawalt suggested if a particular number has already been claimed by someone, others are unable to place their bets on that specific number.

And I would suggest 0.5 steem per lottery ticket is an ok price to be in the lottery and numbers will be from 1-50.
And can be increased later from 1-100 if the lottery becomes popular

Great! this would be the ideal work plan I believe.
