Yes, there was @cheetah. But it only jumped at very clear cases (I don't know if it even recognized stolen photos).
Today the plagiarists are partly smarter: Once into the translator, again into the translator and back again - already some words are different and the plagiarism scanners (I think @cheetah was based on that) have problems. You have to look very closely when something is suspicious. Human beings have to do that. People like you who take the effort. And I know from personal experience that with every new find you lose faith in an honest usership.... Unfortunately, it can be observed that the higher the price rises and the more there is to "get" in a community, the more copyright infringements occur. The high votes that #club5050 promises, in my eyes, unfortunately entice even more people to "try their luck" dishonestly.
Maybe an ambitious developer can be found to expand a kind of @cheetah - then you would have at least clues.

Ah, remember @cheetah but that was not real Plagiarism detector, I remember it was fining my old Artworks and telling that he found the similar post. Of course it would be similar because it was my one. No I do not really like @cheetah. But what we need it is developer on Steem blockchain, they could probably offer some clever solution or tools for detecting such cases :)

You can't rely on the machine, of course (which some downvoters have unfortunately done), but it can provide clues.
Yes, we need technical helpers quickly.... ;-)
