In both cases, the two system have their advantages. Decentralization for cryptocurrency was based on the ledger and not governance. Wherever there is governance, there is a little bit of centralization (just like the jury system).

Bitcoin chain is decentralized as on person has the exclusive right to alter anything on the ledger so is steem, eth, hive or any other cryptocurrency blockchain but the difference is governance. With governance, certain people start to have power and start to influence the activities but not the chain.

Very well said friend, good knowledge of the subject, here I mean is the governance that is the root of all the events that we have seen in the last days, so it depends on those who run the system, we cannot claim that a decentralized system is a system without rules.
