Its origin is from a biblical passage in the Old Testament of the Bible, specifically Jeremiah 13:23, which reads, "Can the Ethiopian change his skin or the leopard its spots? Neither can you do good who are accustomed to doing evil."
This statement has become popular and is used in everyday English and also taught in schools. It stresses the fact that the fundamental characteristics of a person or entity cannot be changed no matter what is done to change it.
