Because no government would want to waste time mostly resources to what , that after their individual tenure or regime wouldn't getting to be benefited.

If we keep waiting for government readiness concerning the issue at hand then it would never work out, personal benefits aint the sole purpose of leadership and as time goes it keeps becoming a normality. I term it CORRUPTION, GREED AND INCOMPETENCY.
