So sad to hear of the damages caused by flooding in your city, dear friend. My condolences.
You just have to know that flooding is a natural phenomena, it occurs at will but hopefully it won't last forever. Many cases of flooding is going on here in my country Nigeria too, lives are being lost on a daily talk less of properties worth millions of money.
