42 years! Gosh that is a long time. For me it sounds like passing the bug that South Africa is so good at.
If the government don’t know how to handle a situation they just pass it from the one department to the next.

And yes, it makes me angry how those in charge just watch an obvious problem grow. Because it doesn't get any easier with time.... But we've seen that before.
