What a coincidence! My next post will be about the healthcare system as well, as I have had direct contact with it in recent weeks. I understand people who, even when sick, refuse to go to the doctor.
What I understand from your post is that it all depends on the doctor. Your father is assigned as an emergency, and he takes advantage of these services (probably everywhere is like that, actually). But there are certainly many cases that are also of concern, but do not receive a quick and free examination.
From what I read about other countries, public health care is a disaster almost everywhere. People with money get good service, but those who pay their insurance and rely on it get next to nothing, have to wait months, and in fact it's not even clear if they'll get good, competent service at all. The only difference is perhaps the price the common man pays in different countries and also compared to their standard of living. Because in Western countries, regardless of the disaster, the average person does not pay huge sums for examinations, insane fees, and God forbid that he has to undergo surgery. It is the same when paying for medicines at the pharmacy. It recently emerged that the state health fund pays pharmacies fees even for processing prescriptions, while the average sick person pays for everything, except for a small number of medicines for pensioners, which from this year are free. But drug prices vary widely and are often more expensive than in other countries... etc., etc.
Your pensions will improve a bit after you officially enter the EU. But you will also need a long time, as we do, to make a little progress in the organization and functioning of the state.

I used to have illusions about the health care system in economically developed countries, but here on Steemit I have already read several times that there are also serious problems. These include months-long queues for one or another service, too long a wait for an ambulance to arrive, high prices, etc. And yes, you will always get better health care for the money. This is probably the case in all countries. For example, I often took my child to a private clinic. There are no queues, the doctor is not in a hurry and has enough time to devote to the child, there is the necessary equipment at hand and there is no need to look for anything. But all this costs a lot of money.

It strongly depends on the people who are elected to power. In addition, our country has a cancerous tumor in the east. Even if the war ends, the situation there will resemble a powder keg for a long time 😕.
