we often see newcomers or those who have joined for a long time mostly asking for Upvote Resteem and so on.

This exact same comment is very annoying and disturbing to others, most of the steemit friends must have found the same comment, it must be annoying.

surely you often find comments like this in several posts.
Try to provide good comments, interesting, and in accordance with the posts we want to comment on, prove you are a true and wise steemian.

If we comment on other people's posts, comment well and well, surely the post owner will appreciate your comments, even those who are generous in giving upvotes on your comments and posts.
