I think, regardless of your work, it would be important to teach children (and their parents) that rubbish is not just dropped anywhere. It doesn't make sense to me that some people have to clean up after others all the time...
It will be very hard for things like this to stop because it has now become a culture in the country. The only place they care to keep neat is their environment and every other place is like a big refuse dump.
Same people who dump their garbage wherever they like, will travel to Europe and will never dare to dump their garbage anywhere because of the culture and how neat the place is. They know they will be fined or arrested.
Oh please - don't blame it on YOUR culture. It's no different here either. People are thoughtless and ignorant.
But: children can easily adapt other behaviours. If they become mindful in a new way, the next generation will have better conditions. And that's how you get the parents too: they want to be role models and be admired....
