If a person follow that then one must get votes for it's hardwork.

So you indirectly point towards guaranteeing of upvotes.

If a person is not following the rules but still he gets votes it may also leave question to others. Why?

If u ever notice it is happening , u should highlight the issue so as to be noticed by curators .
