The contest posted today is a very good one, and if given time can write a lot about it.
My answer to the above contest is yes; they are responsible for the performance of their teams.

A manager is someone who supervises, control and direct the resources of an organization or association, and motivate his employees to achieve a targeted goal.
A manger is responsible for the performance of a team in the sense that, he is responsible for running the team affairs, make sure the players are in good standing and best form. Before a team can function well, the manager have to make sure the team is united, and have team work.

If a team is not functioning well, is the responsibility of the manager to detect the fault or the leaking point and work on it.
If the fault is from a particular player, is the responsibility of the coach to work on him, if possible loan or sell him.

And it’s the manager’s responsibility to sign good and potential players if the team players are not functioning well, if not he is accountable for every loss the team makes, and can be sacked. For instance, when Chelsea wasn’t performing well, and Thomas Tuchel took the team, he changed it. That’s the function of a real manager, being able to change a team in terms of crisis.
