In my personal opinion, the first resource that is really needed to develop a country is human resources, namely providing good education to every citizen so that the country can become a good and developed country.
Only after that, what must be developed are natural resources, because if all people in the country are, they will easily utilize the natural resources they have.
From our friend's perspective human resources such as providing good education and that's a fact education works like a backbone of any country to development!

To me personally the necessary resources needed in developing a country aren't solely based on material things though that also is very much necessary; But, I will let you all understand my point as we proceed.
