She did not turn the cows into seagulls but these seagulls into crows. The legend is broadly known in the realm of the crows thus the crows feeling to be the better birds. (But some wise crows say: no, since it was a penalty, the crows seem to be the less good birds.)
It seems that this legend is carefully guarded. I often visit this funny kingdom, but no one told me about it... not even in secret.
Some cultural crow code is encrypted here ;-))
