I feel strongly that people who do hard work like finding gems should receive a reward for their work (even to keep their SD that post earn is fair to me, but as I saw people opinions it that it should be shared with promoted posts). I know how hard work that is as I was doing that in my first two weeks here (for myself). You got a great idea and you brought value in the community and to yourself too.
But as I said a few days ago you started promoting some posts from known users with big followers, whose posts were fairly compensated in term of money at the time they were presented to the public. Personally to me, that was a quite disappointing because at the time you started your "hidden gems"(notice what name says) you had mostly unknown users who got their fame after your presenting them to the world.
As I proposed to you last time make some general rules that you will abide by when posting hidden gems and present them to the public so that they know what to expect from you, and not feel disappointed by unknown reasons why some post got presented in your gems.
Starting with this explanation is a good start in the right way.

Agree, why not keep all the sbd? It's hard work to find good post and summarize good post. No one else is doing it. An upper limit on author rep or author followers might be good to keep it a hidden gem post. That said I think a non trending gems of steemit might also be nice.

@biophil who is absent for some days is presenting some older content that he thinks didn't get enough recognition, he shares his SBD with his posts. Sharing SBD with promoted users would be a good way to strengthen those authors, but that is debatable (keeping or sharing). Some say that giving is receiving.
I think that most of that hate is coming through people's fairness senses which are objective and mostly have roots in dissatisfaction with rewards sharing, but that is not the core problem for me.
I was disappointed when I saw well know gems in hidden gems.
To add to your suggestion I would say that some good rules along those that you suggested would be:
post current potential payout at the time of publishing - below 5$ (or 10$, 20$ max is maybe too much),
max. subscriber to an author of promoted post - below 50(​or 100),
time of publishing at least over 2-5 hours at the time of publishing promotion,
past payouts cap maybe.
Some rules like that would be transparent and would ensure that post is a hidden gem and thus would reduce hate toward author that is doing promotion. This would not stop all the hate but would certainly improve the credibility of the author that is doing promotion and would be "fai​r" since it's based on some accepted rules.

there will be a beautiful post up tomorrow for all those that are greedy and yes my whole system for picking gems will change
