Do complexion creams make skin fair?

This is nothing but cheating people by giving advertisements to the electronic and paper media quoting that fairness creams make skin fair. It can only protect the external factors like sunlight and dust and remain the skin as it was before. None of the fairness creams have the capability to enhance the brightness of skin rather bleach which is very much harmful for health. Some of the creams create a white mask coating on the face which give instant fairness but it’s not permanent.
