Governments are much like an organism.
the prime directive of any organism is to survive.
to do so it must grow.
Governments attempt to grow ....like cancer.
That is a very accurate analogy IMO. They crave legitimacy, and have to butt in to feel like they still matter. In very simplistic terms. lol ;)
