This is a funny photo
It's vary easy to create .If you create same effect photo ,you use photoshop cs / photoshopAT cc
At first open photoshop than you go to brash setting option > than you add a smoke brash.
Than open a photo and selected Addie aria .
Than go to filter and select liquify .
