HAARP is a scientific endeavor aimed at studying the properties and behavior of the ionosphere, with particular emphasis on being able to understand and use it to enhance communications and surveillance systems for both civilian and defense purposes.

It is completely similar to broadcasting of TV or a cellphone, only difference lies in the amount of power that is needed to perform the action, since the range signals must travel is significantly higher.
It is covered under US Patent 4,686,605 on the Method and Apparatus for Altering a Region in the Earth’s Atmosphere, Ionosphere, and/or Magnetosphere.

Some interesting facts:
The patents mentioned above were the package of ideas that belonged to ARCO Power Technologies Incorporated (APTI)
APTI was subsidiary of Atlantic Richfield Company, one of the biggest oil companies in the world
APTI was the contractor, that built HAARP facility
ARCO sold subsidiary, patents and the second phase construction contract to E-Systems, June 1994.
E-Systems was bought by Raytheon, one of the largest defense contractors globally
Raytheon has thousands of patents in possession, some valuable for HAARP project
What use could have an oil company had in a technology like this? Well, they could have gain massive profits simply by transmitting electrical power to the consumers without wires.
For a long time, various HAARP researchers couldn't prove this usage intentions. In April 1995 doctor Begich discovered numerous patents connected to "key personnel" from APTI. Many of these new patents were a wireless systems to send electrical power.
Eastlund's patent even stated that:
the technology can confuse or completely disrupt airplanes' and missiles' sophisticated guidance systems. Further, this ability to spray large areas of Earth with electromagnetic waves of varying frequencies, and to control changes in those waves, makes it possible to knock out communications on land or sea as well as in the air.
Begich found eleven other patents from APTI, some of them covered projects such as Nuclear-sized Explosions without Radiation, Power-beaming systems, Over-the-horizon Radar, Detection systems etc.

Detailed and prolonged research from Begich uncovered some shocking schemes:
Air Force documents revealed a development of a system for manipulation and disturbance of human mental processes through pulsed radio-frequency radiation (HAARP) over large geographical areas.
2 persons revealed most about this technology in their writings, one of them was J. F. MacDonald (science advisor and professor of Geophysics at UCLA) and the second one was Zbigniew Brzezinski (former National Security Advisor) who made this statement in his book 25 years ago:
Political strategists are tempted to exploit research on the brain and human behavior. Geophysicist Gordon J.F. MacDonald, a specialist in problems of warfare, says accurately-timed, artificially-excited electronic strokes could lead to a pattern of oscillations that produce relatively high power levels over certain regions of the earth ... in this way one could develop a system that would seriously impair the brain performance of very large populations in selected regions over an extended period.
... no matter how deeply disturbing the thought of using the environment to manipulate behavior for national advantages, to some, the technology permitting such use will very probably develop within the next few decades.
He as well made a prediction in 1970, about "more controlled and directed society" being closely linked to technology. In Angels Don't Play This HAARP, he was further quoted:
Unhindered by the restraints of traditional liberal values, this elite would not hesitate to achieve its political ends by using the latest modern techniques for influencing public behavior and keeping society under close surveillance and control. Technical and scientific momentum would then feed on the situation it exploits.

And even though situation is like this nowadays, there are 2 mass media documentaries about HAARP. One was published by the CBC (Canada's public broadcasting network) and the second one was made by the History Channel, I encourage you to watch them. This quotation is from the CBC documentary:

In January of 1999, the European Union called the project a global concern and passed a resolution calling for more information on its health and environmental risks. Numerous physicists even stated that, upper atmosphere is essentially "alive", transmitting various types of consciousness to all living things. If you've watched Avatar, its pretty much the similar way how we function, only difference is our natural vibration is so much lower due to all the impacts we have to deal with on a daily basis. In a perfect ecosystem we would be Avatars, modernization and various other factors took it away from us, our power. 😊

Not long time ago there was bad weather around the balkan countries which caused floods and some people speculated that it could be the HARP system executed on the balkan. I never got into it to much but as far as I know there are much more super weapons that we don't know of.Hopefully there is not going to be a need of a war because in this modern age... a war would be something devastating.

Yes I know about it. You know what is the funniest part? The floods destroyed lot of fertile ground, one detail was particularly interesting to me.
3 days after the flood, I remember Monsanto contacted our government and tried to gift us 1 000 000 € worth of their filthy seed ;)
It's really weird how the floods happened. The bad thing is that balkan countries are not as prepared as other big countries but they managed to protect each other. They were sending people from each country ( volunteers ) to help in the rescue mission . I wonder if HARP system is really active for that purpose.
