A MOUTHWASH "DRINKING FOUNTAIN?"
What in the world?
While travelling for work, I encounter some pretty interesting things. How bad do your employees breaths have to be in order for you to install a drinking fountain that squirts out mouthwash? (LOL) Actually, I think the waterline is just contaminated with something, but that was my first thought upon seeing this. Below I've included some photos of these two drinking fountains. One is regular, and the other one seems to leave a blue stain..... what do you think?

Hooked it up to the Windex line it looks like.
That looks like a really bad problem. A water fountain has only a water line running through it and the line is teed in the wall, so the one next to it shares the same water source.
The only thing I can think of is that that the water is chlorinated and is reacting with the metals in the fountain as the one looks to be always leaking.
Or it is just the magical smurf juice fountain.

Whatever it is, it looks toxic, and I wouldn't try it, even though blue is my favorite color.
