I hadn't heard of it until just a few days ago when someone mentioned it the other day on one of these posts, but yes, it's the same thing. We came up with the phrase to try to market the ideas of liberty, a way to express the ideas in a way that is much more familiar to people than words like "anarchy" or "panarchy".
