Even worst when you consider a fork that is do to trying to eliminate existing tokens previously mined! Unprescedented in blockchain as would cause a loss in reputation and value of the combination for sure!

The question is will the new chain perform better once the dead weight is removed?

A new chain can just airdrop tokens to existing token holders that sign up to the new chain.

As @smooth has mentioned, there is no "removal" of anyone's account or tokens as the old chain will continue to exist
