Some species of fleas like bat fleas don't jump as it constitutes a risk for them. The closer to the ground the animal, the more they benefit from jumping.

So we can conclude dogs, despite being bigger are less active in changing height, thus they are lazier and less agile than cats.

I can picture a commercial for the rebel bat flea, like the ones from millennial artists: We jumped, we, the beautiful, the irreverent, the creative ones, we... and, we are starving.
