It sure is evidence that mothers smothering their infants is a legitimate concern that has been a problem for quite some time.
I think this might even go deeper than that. Full-on conspiracy theory levels of deep.
Their process is fairly straightforward and transparent for making these recommendations. They also have a very lot threshold for danger, something does not have to kill a lot of kids or even any not to be recommended, if they any have evidence that something is a potential risk they will advise against it. Given that the alternative is babies dying unnecessary deaths they tend to err on the side of caution.
