Dhaka city dwellers continue to suffer as road digging goes on in many areas in the middle of the monsoon for laying utility lines or some roads where the work has already been completed wait to be repaired by the city corporations.
From tender floating to levelling of dug-up roads, the corporations have failed to deliver the goods in time, causing prolonged sufferings to people.Heaps of mud, bricks and brick chips, sand and pipes have narrowed the roads, resulting in horrendous traffic jams. And the situation turns worse on rainy days.
Some roads, as in Uttara, Gudaraghat of Badda and near Rampura Bazar where digging ended a few months ago, are still in a pitiable condition. But, sources said, the utility service providers had paid the corporations in advance for the repair.
The city corporations leave dug-up roads to be levelled on their own instead of doing it by using a compaction machine, according to officials concerned.
An executive engineer of Dhaka North City Corporation (DNCC) said the corporation did not have a small compaction machine which would have helped them finish the levelling rapidly. However, they are trying to buy one.
Asked why they had to dig up roads in the rainy season, Syed Qudrat Ullah, additional chief engineer of DNCC, said some of the work started late because of the time-consuming bidding. It takes two and a half months to complete the tender process and a few more months in case of re-tendering.

In Gulshan-2, digging on Road-35, 43 and 16A has been causing huge traffic congestions over the last one month. The work is behind schedule as the tender process was not completed in time, officials say.
Road-35 is an alternative to Gulshan-2 main road. It is also used by vehicles passing through Road-11 of Banani, said Tofazzal Hossain, a car driver.
Since the work began, traffic pressure on Gulshan-2 main road has increased a lot, he added.
Sharif Uddin, executive engineer of DNCC zone-3, said they were installing a 200-foot stretch of a 2.5km storm sewer line on an emergency basis to reduce waterlogging in the area.
In Mirpur-6, the road that has a link with Milk Vita point in section-7 has been blocked since last week due to digging by the DNCC to set up a storm sewer line. This was also late because of the delay in bidding.
The digging of roads from the bus stoppage of Pallabi extension to Duaripara has been going on for around three months.
"Because of the work, we now have to use Road-2,6,7,8 and 9 but their conditions are so bad that anyone would fear a serious accident," said Shahnaz Parveen, a housewife of Pallabi extension.
Qudrat Ullah said digging in Pallabi was under the beautification project for the T20 World Cup tournament held from March 16 to April 6. The main thoroughfares were given first priority, for which the task of secondary roads was delayed.
In Mohammadpur, most of the work on Ring Road from Shyamoli to Shia mosque for setting up sewer lines has been completed. But the dug-up portions are yet to be repaired. Digging started there four months back.
Apart from these areas, digging continues on Dhanmondi-8, Mirpur Zoo, Sonargaon, Moghbazar-Mouchak-Malibagh and Tongi diversion roads.
According to a DNCC official, delay in making annual procurement plan is another cause of late beginning of the work.
Another official said the June-July financial year is a barrier to completing the task in time. “To do the work by June, we have to continue it even in the rainy season. If the corporations and service providers count the financial year from January to December, it would be easier to finish the task before the rainy season."
