It finally worked I just kept trying "submit" without changing anything once a minute as I was commenting on here, eventually it went through. Sounds like the service might be overloaded...
@beowolf I have made an update to the original posting as of 01/24/2018 and it is crunched down to just identify how I resolved it and no speculation(s).
