does he ever said this ?

Kind of. If the Steem account starts voting that does not mean more whales will be created since other people will be able to create less whales.

I understood it differently. It could be that i need to watch it again or I am just to unexperienced but.
I think he said:
There is a big delegator (@misterdelegation) who is delegating super much power to new accounts - like @dtube. When these normally small accounts vote with the delgated SP, they will generate their own steem power from curation rewards and become whales by time.

When they are whales, @misterdelegation can use this SP for creating other whales with this concept. And @dtube for excample can delegate to another user and build a new whale.
and so on.

He never said that the big account is voting by himself. Was he ?

the reward pool is false representation

only about 1/4 is used a day

also it decrease with vest as users power down

whales are powering down 500k steem a week currently

no whales will ever be created by popularity votes again rules were changed last year to ensure this

example if you got 1k STU on a post would be 297.6 STEEM 375.00 SBD (310.92 STEEM) = 607 STEEM a post

to reach whale at 500k steem would be 823 posts = roughly $823K USD earnings needed from votes
