You're very welcome, @tibfox. I tend to think back to decades past when there was less of a social safety net as well as less crime. It seems communities used to take care of themselves more. Of course, they weren't torn apart by hard drugs like they are now, either. So I also appreciate the problem as it is on the ground and the benefits of strategic charity--giving that doesn't just make people dependent, but giving that secures and empowers those in need.
