Yeah, users can use both chains, it is already happening, that's not such a huge issue, necessarily.
But, people didn't just used DLive for their service but, for the chain they were operating on. A lot of people became video content creators after the launch of DTube, and eventually DLive because they saw an opportunity in doing so since they could've got rewarded in Steem.
People were also able to stream on Twitch it's same as DLive, probably better as technology but, many of them never did it since it's not Steem.
DLive developed their tech here, with the resources we provided, and are now leaving with to another chain, and that is the reason people are mad.
They are mad because they feel cheated, they feel cheated because they think "they stole all these resources " but clearly if everything was given without expectations there wouldn't be an entitlement over dlives lack of "loyalty" to a website, and since it wasn't given without those strings attached good on them for being mad, next time maybe when something is given it won't be disingenuous, maybe they won't share shit next time, we shall see because this might be the much needed catalyst which addresses the concerns that Dlive has mentioned which remain without any reassurance for ever being addressed, the joke of "we'll cross that bridge when we get there" as we're neck deep in water..
