Don't think we have CO's to contend with over here where we are (except for commercial properties like restaurants and stores)... but our local city rulers-- in their infinite "wisdom"-- require permits for anything you do that costs over $1000... including home repairs.
Sounds familiar.. we're in the same boat in our state (NC). Anything over a certain cost or square footage and you're required (shifty-eye look) to get a permit and inspection. I know many who don't do this, if it can be done out of sight. :-)
