Use SBD's to buy a thing. It's shipped to you. The only fiat used was for the shipping. If the 'thing' isn't a real thing but virtual (ebook, video, etc) then fiat is never used.
What will the governments do then?

Technically you would still owe sales taxes even if you used a currency other than USD. That ruling is more about Amazon getting a free ride over brick and mortar establishments for no reason at all. So in your scenario eventually the seller would get busted and have to pay the sales tax.

read the fine print on coupons, "may not be sold redeemed or transferred" "cash value 1/20 of a cent", I am sure that is why that is there.
that language is not on the coupons that my wifes company issues and redeems.
(there are a great many coupons..they are not all the same)
BUT...you miss the point.
do a thing ...get coupons...redeem them for something else...redeem that for cash.
