I'm going to agree with Fyrst. Flagging/Downvoting people because, You, arbitrarily "feel like" they do not deserve what they make is wrong. That's abusing the flag/downvote system.
Flagging/Downvoting should be reserved for instances where someone is flagrantly doing something that is against the Terms & Conditions of this site.
It's always been my opinion that Downvoting and Flagging need to be decoupled from each other. Downvoting should only affect the visibility of a post. Flagging should only affect potential earnings.
Also @steemitqa had a great idea. Completely remove post earnings from public view.
Steem is not a "Site" and there are no Terms & Conditions or any other such agreement that people enter into with Steem and there will never be such a thing as it goes completely against the vision and ethos of Steem, something that I have no doubt both Steemit AND the largest stakeholders will endeavor to maintain at any cost and the singular reason why downvoting exists is to directly do what you think is "abusive", read the whitepaper.
Steemit is most definitely a website. Which should not be confused with the Steem blockchain.

Why are you saying that Steemit Is a Site in response to Steem (NOT steemit Steemit.com or any other thing BUT steem) is not a Site? I don't need to read anything to know there aren't any Terms when it comes to Steem, but you seem content with distinguishing between Steem and Steemit while at the same time implicating that Steemit is Steem because you seem to think that Downvoting is not in line with Terms of Service, Downvoting which is a blockchain function, not a Website Function, and Terms of Service, of which there are No Such for Steem, but only for Steemit.
