The main idea that your tag XP is you speciality. To tell that post is good you have to have tag XP, it is mean you are specialist in this tag. You can't influence to rating without tag XP.
Other words if you have XP in tag you have to prove it by posts)
Users with tag XP make rating day to day

If you say reputation, i think of the Steemit reputation where you are 64. Me is 66. How do you put reputation into tags? Together, we are 130.
Tags reputation is not the same to user reputation. Tags reputation depends on upvoting users reputation
Rating is 3 level system:
User raputatian can makes tag repucation and tag raputation can makes rating points (rating)
